Federal Judge Orders DHS to Lift Administrative Pause on Parolee Applications Filed to USCIS

On May 28, 2025, a federal District Court ordered the Department of Homeland Security to lift the pause it had put in place in February 2025 that suspended the processing of applications filed by humanitarian parolees. This means that USCIS must resume processing applications from parolees for work permits, TPS, asylum, green cards, and other immigration benefits. Although the District Court's ruling is good news for Ukrainian parolees seeking more stable immigration statuses and employment authorization, it remains to be seen whether pending applications will begin to be approved for large numbers of parolees and, if so, how quickly decisions will be issued. Parolees who filed applications in the past 5-10 months may continue to see long wait times due to major application backlogs and uncertainty about the administration's directives with regard to humanitarian parole.
